Contextual Toolbar Pop-up Location

I'm trying to create a contextual toolbar via the sws extensions. I've watched a video on how to do it for a specific application. In this case I'm trying to; when the mouse cursor is over a track in the TCP or MCP while holding F1 it will select the track automatically and then bring up a contextual toolbar menu, in this case my Toolbar 2(Plugin Inserts) where I have several custom action icons allowing me to insert specific plugins with the click of the button. What I can't get to work is the toolbar opening when I hover over the track. I made them frameless, floating as well. How can I get the toolbar to pop up automatically as such? Any help would be greatly appreciated.

Here's how I did it: 1. create a custom toolbar. 2. assigned a keyboard shortcut to the action named "SWS/BR: Exclusive toggle contextual toolbar under mouse cursor, preset 1". 3. on the "Contextual toolbars" window/set-up, under "track control panel", assign the custom toolbar to the "track panel". Hope it's clear.
